Help! Can't open Start or Desktop Programs (icons) ... Properties box pops-up briefly

Windows XP Home: Suddenly can't open Start or any of the programs on the
Desktop either by clicking or right-clicking. Only the Properties box
pops-up briefly.

Fortunately the Norton AntiVirus icon in the System Tray works. Full system
scan: No viruses.

Any help would be appreciated!

Have you tried a system restore to the day before it happened ?
 
Hmmm, should have thought of that. Thank you. Will try tonight. Can't access
Sys Restore via Start or the Desktop so will try Safe Mode.
 
Worked! TY again!

FYI: At boot, press & hold F8 key ... Windows Advanced Options Menu > Last
Known Good Configuration ... Ta-dummm (Make sure you're on AC power. Battery
power didn't work.)

Have you tried left/right windows key to open start menu ?
