help!! cannot download from Microsoft !!

I always get "the page cannot be displayed" message when I try to download
anything from microsoft..I need .net framework in order to downlaod a
Catalyst Center from ATI so I can play games on my computer.

I dont have 3d acceleration or directdraw and they wont turn on without .net
framework.
any help would be greatly apreciated ,,I have windows xp pro

Have you checked Control Panel > Add/Remove Programs to see if it's already
installed? It may/should be installed unless you don't download/install MS Updates.
