Help! Browser is slow at first... and then speeds up after a few hours

I think I am taking crazy pills. Everytime I restart my
computer (Dell Dimension 8100 - ME) for some reason my
internet is as slow as a slug and then miraculously after
an unknown amount of time (around a half day) of being on,
the internet works fantastic! And then the cycle repeats
itself, over and over again. Please help me before I go
insane.
