I have written about this before and tried all the suggestions, but
nothing has helped so thought I would try again, just in case there is
a new reader who may have some other ideas.

I have an 'Always On' DSL Connection.

When I access 'Help and Support', I still get the following in the
bottom right corner of the screen:-

"Did you know?

When you are connected to the Internet, this area will display links
to timely help and support information. If you want to connect to the
Internet now, start the New Connection Wizard and see how to establish
a Web connection through an Internet service provider".

Any other suggestions would be very much appreciated.
 
That's a question for your ISP.

By the way, a DSL connection is not "always on." It is 'always available,'
but if you don't use it for a certain amount of time your connection to the
Internet is cut. You are reconnected to the Internet on demand - because DSL
is always available - and this happens almost instantaneously. A cable
connection, OTOH, is always connected to the Internet.

Absolutely right, Rocky. I also have DSL, but I have a
router in-between my DSL and COmputers. It can be set
to "keep alive" and then you ARE always connected.

I tried the fix you suggested but, unfortunately, no luck.
