Help and Support won't download new content

I'm not sure this is the right forum, but I have a somewhat frustrating
problem with Vista's Help and Support. I have the "get online content" option
turned on, but the gold bar telling me Help & Support couldn't connect to the
website keeps appearing. It's pretty annoying.

I have checked my firewall settings - everything's OK. I'm not the only one
who's experiencing this problem; other people are - numerous complaints. Is
this a known bug?
