help and support not opening-HELP

Just upgraded to XP Professional and this won't open up it hangs. I have
tried Kelly fixes and it's still not helping as these fixes create other
tasks that don't seem to work.

HELP
 
I'm unable to get a screen to come up when I need help. All I get are real big letters: "MICROSOFT SUPPORT AND HELP" and that's all I get. Please help me with this, as it will be greatly appreciated. I'm kinda new with this . Also do I have to use AOL in order to commuicate with Microsoft help and support

I am not even getting that, it just acts like it's going in and does
