Help and Support no longer works in XPSP2

Hope there's a simple fix for this....

I have a Dell 8200 running Windows XP SP2

Help and Support from the Start Menu no longer works. The
original error/warning message indicated that the service
was not running.

Could not find Help and Support in the Services.

Have used RegCleaner in the pastand, from what I find out,
can cause such problems.

Ran a few scripts from the web from http://www.kellys-
korner-xp.com/top10faqs.htm. Noluck


Tried to edit the registry with instructions from
http://www.mvps.org/sramesh2k/startmenuhelp.htm with no
luck. When selecting Help and Support from the Start menu,
a process was trying to create a shortcut of some sort on
the desktop and failed.

I'm back to Cannot find the file helpctr.exe file. Make
sure the path......

What would be the best way to rectify this problem?

Re-installing Windows XP (all I have is XP SP1)?
