Help and Support facility has ceased to work

Clicking on Help and Support icon, cursor arrow goes to
an hourglass briefly and then nothing. This is a new PC
and was working until a few days ago. Would appreciate
help. Thanks in advance
 
Try control panel--administrative tools---services---check to make sure help
and support is active and not stopped./
