help and support center nonfunctional

I have Windows XP home on a 1 year old Dell computer. I don't
use the help and support center (start, help) often so I don't know
when this stopped functioning. Whe I click on start, help and support
(or try to access it from Explorer's Search menu, nothing happens at
all.
I recently uninstalled and reinstalled a Windows bug fix
824145. It had made clicking in ithe scroll bar of IE skip several
pages so I removed it. Then I thought I needed it just in case. Could
that do it? and if so, does anyone have a good suggestion to get back
my "help?"

Click on Doug's link, below, then on XP-FIXES. Click on FIX XP HELP.
 
Thanks a million! Actually the program on Doug's link didn't seem to
work though I did it twice, rebooting and all. Then I followed kelly's
link and it said to click start run helpctr -regserver. After that, my
help and support center worked even through a reboot. So I don't know
if one or both things did the fix.

I am very grateful for message boards like this and people who answer
my pleas for help. I try to reciprocate when I can, also.

I deleted that easy cleaner program from my system as well ;)
