Help and Support Center in Windows not working

I can not access help and support center. I get error that a module is missing but does not state which one. In my Events it says: Event Type: Erro
Event Source: Service Control Manage
Event Category: Non
Event ID: 702
Date: 1/25/200
Time: 10:55:08 P
User: N/
Computer: THEBEAS
Description
The Help and Support service terminated with the following error:
The specified module could not be found.

Nothing happens when I click on above link.

Also in the Events immediately following the above error, I get error stating: Event Type: Erro

The server that is being referenced is the "Help and Support" server. I have gone to Kellys-Korner and followed instructions there but still not working (not sure if I did correctly) I have reinstalled as instructed and the same; not working and not sure if did correctly.

Help!!!! I used the Help and Support Center a lot....

Click on Doug's link, below, then on XP-FIXES | FIX XP HELP (lower-left)

Well, I have fun some registry utilities but not sure if they were to clean
but just scan. I've run Spybot, Erndt, PC Doctor.? O.K., on Kelly's site he
has Restore as an option for H&S fix. During the install it prompts me to
open a file... I am not sure what it is asking for at the point. In the Open
File window it says file type is Help Files. ???

So far nothing has worked yet. When I try to register in the command window
some of the Help .dll or others, I do not get a confirmation that it was
successful.
