help and support and "troubleshoot"

I cannot get windows to open "help and support" from the start menu and I
cannot get windows to open any "troubleshoot" information for such things as
cd-rom drive or cd-rw drive. WHAT IS WRONG?

Start>Run>msconfig>services tab and look for help & support, make sure there is a check mark >apply>ok > reboot pc. If it is checked, uncheck go through same proceedure and rebooting and then again go in and check etc.

If that doesn't work try this reg fix. It states that it is a fix for this very problem. http://www.dougknox.com/xp/utils/fix_windows_xp_help.ht m
