Help - Administrator cant install programs

My win2000 install currupted when I uninstalled a program. I used the repair
option from the install disk and am able to run windows again but now I cant
install programs. I get a message that " the system administrator has set
polocies to prevent this installation." I am the administrator. I have gone
to the help system...but I cant figure out how to change the group policies.
I am not a windows expert nor do I know anything about windows policies.
 
This is a workstation "Professional". I followed the directions and was
prompted to overwrite.....I said Yes but I still get this message when
trying to install Dantz Retrospect 6.0. Any other suggestions?
Note: I installed SP4...it effected a few programs so I uninstalled it. That
is when my computer would no longer boot. I used the repair option and went
thru the process of getting back to SP3.
Now I cant reinstall my backup software.
 
Is this machine a member of a domain. DOmain policy will overwrite any
local policy setting.
