HELP: Access Rights to Folders on a domain

I'm having difficulty trying to configure access rights to
a network folder -

I want a specific user to be able to create files under
the folder. The user however must not be able to modify
the file nor delete it, once created.

The user should also have the ability to "read the file"
that he created.

I, on the other hand, should be able to administer Full
Control on the file and the folder.

Could anyone please help??? (It has taken 2+ weeks for my
network admin - unsuccessfully).
