Heeeelp ! Bloodhound or not

Heya all. I have the weirdest thing. In my directory a C:\RECYCLER
appears. I choose show hidden files and then delete it with unlocker.

Problem is that it reappears and no AV software seems to detect it.
How do I get rid of this? I have to delete that directory 5 times per
day.
 
That's the native OS Recycle Bin!

Its not in my language (Swedish) and I never seen it before. It
reappears constantly and even on my external USB drive. Surley it cant
be real?
