Heavy CPU usage when using Add/Remove Programs ( Control Panel )

Windows 2000 - service pack_4

I've noticed that whenever I start "Add/Remove Programs" applet in
Control Panel my computer bogs down. Even after the program listing is
completed, my CPU usage stays pegged up around 100%.

Any ideas as to what might be causing this? It's been this way for a
long time. The only possible suspect I have is an overactive registry
cleaning in the distant past.

How does Add/Remove Programs get the size and other information?

The process that's kicking up a lot of CPU usage is mshta.exe. Still
looking further for info/clues.

I also took a chance and ran Registry Booster. After a scrub of
registry, Darn thing made my computer boot faster and run quicker.

(I did a complete backup, just in case Font folder isn't read only...)
