No, SP-2 is not available to the public.
What you heard may have been an unknowledgeable journalist giving bad
information.
SP2 went RTM yesterday.
RTM = Release to Manufacturing.
RTM does not imply anything related distribution and journalists often
do not research the terms they use.
Beta testers and a few other groups have access to the final build but
not the general public.
Possibly as early as Monday but also as late as the end of the month.
