What causes the numbering of an outline (Heading4) not to be bold, when the
heading itself is bold? Anyone have a fix/workaround?

Thanks,

Place your cursor on the desired paragraph. Click the "Format" menu, select
"Bullets and Numbering". Click the "Customize" button. Click the "Font"
button and change it to Bold.

Make sure that the paragraph mark is formatted as bold.

In addition to the answers you were already given, I'd
like to add: In a heading style, you make the words of
the heading bold by modifying the style and choosing bold
in the font menu, but to make the numbers themselves
bold, you have to modify the style, go into the numbering
section (Modify/Format/Numbering/Customize) and click on
Font and choose bold there. They separate the two
because there are times when you want bold text without a
bold number and vice versa.

This would be the correct way to modify a style so that
it affects all your Heading 4 headings.

This is *not* true. If the heading is formatted as bold, the numbers will be
also. You can override the default formatting to make the numbers *not* bold
or a different font, or to make the numbers bold on a heading that is not,
but ordinarily the numbers will be formatted like the rest of the paragraph
(either style or direct formatting).
