How do I enclose my Header information within a border?

AFAIK, that's not possible. Perhaps you could use the Print Titles
feature instead:

1. In the first few rows of the worksheet, enter the data that you want
on each page.
2. Select the cells, and format with an outside border
3. Choose File>Page Setup
4. On the Sheet tab, in 'Rows to repeat at top' box, enter the row
numbers, e.g. $1:$3
5. On the Margins tab, adjust the top margin to accommodate the print
titles rows.
6. Click OK
 
And if it's really important, maybe you can set up a worksheet with just the
header information in the worksheet itself (nicely formatted). Then print
multiple copies of that and when you need to print the "real" data, just send
the printed sheets through the printer again.

(Or even use word to build your headers.)
