Header and footer

I have created a header.html file as well as a foot.html file and I want to
know how to incorporate that header into the top of every single .html file
of my web site.
I am new to html, but have some collegiate C++ experience.

I have something simple like 2 jpeg banners followed by seven tabs in the
header that include "About Us" "History" "Tech" "Pics" "Multimedia" "For
Sale" "Contact Us"

Does anyone have any advice?
Each of those tabs will have its own .html page.

What is the eseaist way to accomplish this?
I am using frontpage as well as unix based hosting that has frontpage
extensions.

Insert them as an include page.
FrontPage Toolbar > Insert > Web Component > Included Content > Page.

You may want to create a table or cell to insert the content into.
