hdl.dll missing or corupted, WinXP won't boot

i recently restored an image of my system (which was
working correctly) using PowerQuest Drive Image. I managed
to retrieve Winme in the C partiion, however, windows XP
in the D partition could not start/boot due to missing or
corrupted hdl.dll file.

can anbody please tell me how to solve this?
