Are there any freeware (preferably GPL) programs
to act as a Windows 98 / XP front end?
(to sit in the tray and warn of impending doom....)

No warning that I'm aware of but SpeedFan does offer monitoring once you
pull up the main window. (and adjust fan speeds with appropriate
chipsets, set cpu FSB, monitor voltages, temps, etc etc.)
