Reformatting erases the road map to the files that WERE on
the E drive. You might be able to recover some or even all
of them if you have the recovery program on a floppy drive
(or another hard drive) because any thing you write to the E
drive will likely over-write the remnants that are still
there.
If the data is not on a back-up such as a CD-R and you do
not have skill and or money you may be out of luck. If it
is just programs that you've lost, re-install them from the
original source.
If you've lost data you can (first) stop using the drive
[pull the power and IDE cables] and contact a company such
as Driver Savers (do a Google for "file recovery" and get
some advice.
