Does anyone have and suggestions for a safe and reliable (and preferrably,
free) PC maintenance test routines that will test the integrity and
performance of critical components such as the hard drive, motherboard and
video card?

If you go to "My Computer" and right click on preferences>tools>checkdisk
the diagnosis will chech your hard drive. This is built into Windows and is
the onluy "freee" program I could steer you to.

Saw that. Does that utility identify performance characteristics such as
retries or just the integrity of the stored data?

HD Tune.(freeware). Download and run it and see what it turns up.
http://www.hdtune.com/

Select the Info tabs and place the cursor on C:\ under Drive letter and
then double click the two page icon ( copy to Clipboard ) and copy into
a further message.

Select the Health tab and then double click the two page icon ( copy to
Clipboard ) and copy into a further message.

Run Error Scan.

Utility worked well. There is no apparent documentation to describe the IDs
in the Health tab or the detail provided by the scatter plot (I assume it is
the ACCESS TIME).

Try Tufftest (http://www.tufftest.com) - they have a free version.

For testing hard drives get the free diagnostic utility from the hard
drive manufacturer's website. Pretty well all of the manufacturer's
have these, but most of them only work on drives from that specific
manufacturer so you need to get them all.

Here are some free memory testing utilities:
