HD 4650 slower than expected...

Hi.
I recently borrowed an ATI HD 4650 card from my friend. Previously I
had an nVidia 9500gt. My mobo is Asus P5KPL-CM with an intel C2D 2.93
ghz cpu E7500. After installing the card I have been facing some weird
problems. The first beep during booting now takes like 20 seconds !
Previously it was like 3 seconds.. Also the performance which should
almost twice than the 9500 gt is worse! Games like NFS ProStreet lag
when I max them out! My PSU is 450 watt... But I dont think thats what
is causing is the trouble.. Cuz my friend from whom I borrowed the
card had a 400 watt GPU and it was working fine for him.... Please
guys suggest something..!!

Did you remove the Nvidia driver?

Did you turn off Vertical Sync in ATI Catalyst? Check 3D settings.

I have even formatted my PC and reinstalled windows!! Still doesnt
help..!

Your power supply might not have the wattage the card requires on the 12v rail
that supplies it and the mother board as well. Google says the card itself
needs 18 Amp.

Your bios should be up to date as there's only one :)

I bought a EVG GTX 570 It requires 550Watts and 38A which I saw as no problem
as I had a 650 Watt power supply and enough amps.

The GTX 570 wouldn't boot up when I installed it, I was piecing my system
together at the time so purchased the power supply before it's time. The new
power supply installed, the system boot up no problems.

Looking at the old power supply it had more than 38 Amps but they were split
between different voltages. The new power supply had a 40A 12volt line that
the graphic's card required.

I have updated the bios....
And my SMPS says :
+3.3V - 30A
+5V - 29A and
+12V - 18A
And its 450 watts...
Now I am seriously f***** up...
 
And I would like to add one more thing...

Not all power supplies are created equal. Cheapies are typically way
under spec. It might say 18amp on the 12 volt rail but may not be able
to deliver that at the top end of the scale. Note also that other
devices (ie. HDDs) also run off the 12 volts. Power supplies quite often
are only able to supply 80% of their ratings on a continuous basis. "Yum
Cha" branded power supplies might not even reach 65% or 70% of rated
output. You would need to check out a review of your specific power
supply to see how it handles loads. If it is a cheapie, do yourself a
favour and buy a decent one with a rating of 550 watts or better.

You haven't mentioned what else is in your comp that may vary it from
your friends machine. My current desktop machine has, as example, 3 very
large hard drives, a DVD burner and a couple of extra 12 volt fans to
blow some air round this rather small case. As well, all memory slots
are populated and a couple of PCI cards thrown in for good measure.

I only have a basic video card, an Nvidia Geforce G210, so my power
supply (a name brand 400 Watt IIRC) handles the load more than
adequately. Were I to swap in my Nvidia Geforce 8500GS, I would need to
think about uprating the power supply or removing some of the loading,
ie. take out some HDDs.

Well then I need to borrow his PSU as well...!
BTW He has a worse PSU than mine, but both of ours are cheapies.....
Let me see what I can do....
