HCL - WLP 1.1

Looking through the latest Win2000 HCL, under level,
hardware appears to be described either as compatible or
WLP 1.1.

What does WLP 1.1 actually mean? I know it's related to
the Windows Logo Program, but what is 1.1 as opposed to
2.1a? What does it mean for hardware that is WLP 1.1?
