I think they may be used to program AT commands...
but however they are set now...the modem should at least work for dial-up
(though a 9600 modem is fairly useless)

Typically the dip switches on the old Hayes modems were used to set the COM portphilo said:
(1 through 4) and the IRQ.

Thanks all for the help... BTW, this is for an External 9600 Hayes... I have a old piece of gear
that communicates are 1200 baud (!) that originally used a Smartmodem 1200. I found a couple of 9600
modems in the IT junkpile that I'm trying to use.
