Having trouble receiving email

When I first boot my computer, Windows Mail retrieves my emails as usual.
However, to retrieve emails subsequently, I cannot use the "Send and Receive
All" button. I must select "Send all" or "Receive All". Also, Windows Mail
alerts me when a new message is received but doesn't download it.
 
Hi, Numbercruncher.

Click Tools | Accounts..., select your mail account(s) and click Properties.
On the first tab (General), check the box that says "Include this account
when receiving mail or synchronizing".
