I use tables for pictures. I set the number of rows and columns I
want, then insert a picture in each cell. I also size the pictures to
the size I want using a graphics program. I use IrfanView which is
free. Remember to import your pictures to a folder in FrontPage, then
insert to the tables from the folder.

I usually use two columns of table cells, and size the pictures to 480
X 360 pixels before I import them.

You need to create a frontpage web.
You need to open the web
You need to import the files and images.

You will need to resize the image files in your image editor, then import
and insert into Frontpage.

Frontpage doesn't work on the basis of just opening a page, you need to have
a "web" open.

Create a folder on your HD, then move all of your web content into this folder via Windows Explorer,
then open the folder via FP and let FP add files to make it a web / site. Once that is complete you
would always open the web / site first and create or import all content into this current open FP
web / site.
