Having problems migrating my .pst file from Outlook 02 to 03

Every since loading Vista on my machine I have not been able to use Outlook
to obtain any of my e-mails. Each time I attempt to migrate my .pst file I
get the following message: Failed to register a VB Script DLL. Reinstall or
run Regsvr 32.exe Vbscript.dll to self register. The form cache file
"C:\User\HP_Adminstrator\AppData\Local\Microsoft\FORMS\FRMCACE.DAT" is not
valid. Contact your adminstrator
 
Using the instructions from the Microsoft Outlook 03 help & solutions
website. I have thusfar:

1. Made a copy of my old .pst prior to installing vista on my system (in a
backup disk drive).
2. upgraded my old Office 2000 to Office 03
3. Copied the file back to the hidden directory listed on the instructions
4. Made sure that I have permission to edit the files (that was a issue
earlier on that I forgot to mention)
5. Finally leading me to this last problem
6. I also attempted to use the tool for fixing .pst files, but it came back
with an error and could not do anything with either the backup or archive
..pst files.
7. I've also attempted to create a ne .pst, but for whatever reasons it
won't work.
8. I'm currently using windows mail to pull down my files from the internet
as a backup until this problem can be solved (it loaded a new .pst without
any problems).
 
Do not load the file in the default location if you are attempting to override an existing .pst file. Copy your .pst file to a place like My Documents and then try opening it in Outlook using File->Open->Outlook Data File. Make this one your default and copy items from the new to the preferred .pst file and close the new .pst file.

Try clearing the forms cache.

Good evening,

I followed your instructions and made some progress ! The cache
cleared and I was able to get into the program but now I have a permissions
problem ! I'm getting two seperate permission problems as I proceed forward:

1. You don't have appropriate permission to perform this operation.
2. An error occurred in the folder shortcuts file (.fav). Outlook will
recreate the default folder shortcuts. You don't have appropriate permission
to perform this operation.

Can you help with these ?

Are you logged in as the user HP_Administrator?
 
Yes, the administrator profile is the only one established for loggin in and
out of my system.

Well, I'm stumped. The only other suggestion I have is to start with a new
mail profile, and make sure you click Start>Run, in the Open field enter
"regsvr32.exe Vbscript.dll" (without the quiotes), and click OK.
