This has been doing the rounds, the person is based in Canada. I suggest you go to the following http://www.rcmp.ca/scams/index_e.htm scroll down and you will find it under one of the headings. Seems the RCMP take a dim view of this coming from their country!
 
Report them or just sign them up for loads of free newsletters;)
Their are a few people who would like to meet this scammer, the RCMP for starters!
