have to check mail before sending error

When I send mail I get bounced back with a message stating that I have to
check mail before sending. This has never happened before until now. I
have not changed any settings in outlook. I am using 2007.

Relaying denied: You must check for new mail before sending mail.
 
I tried that and every time I check my mail a box comes up asking for my
username and password. I enter the info and it keeps popping up.

What type of account? Is the username/password you entered, correct?
Did you install any new software updates since it last worked?
