Have Excel Open to a certain Worksheet

I have a spreadsheet that has 15 worksheets. The first one
is the instructions on how to use the spreadsheet as a
whole. How can I get this worksheet to alway appear first
when the user opens the spreadsheet, regardless of where
the user was when he saved and closed the spreadsheet last.
