Hardware or software change error message

However, there haven't been any changes that I have done.
The message I receive is on a black screen and says:

We apologize for the inconvenience but Windows did not
start successfully. A recent hardware or software change
might have caused this.

........... A couple of paragraphs here talking about the
options available (see below) ...............

Safe Mode
Safe Mode with Networking
Safe Mode with Command Prompt
Last Known Configuration
Start Windows Normally

I have tried selecting each one of these, and when the
computer reboots, it goes right back to the black screen
with this message. I've tried using the Windows disc, and
that doesn't do anything. I have no idea what else to do.

Many possible causes for this situation. For example, I have one program
that if it is allowed to run at startup will produce the same results. The
solution was to use Start> Run> MSCONFIG to figure out which startup
program was the troublemaker. Once that was determined, I disabled it from
running at startup permanently.
