Reconfigure the jumpers on the drives and connect the Quantum as the
Master drive on the Secondary IDE channel.

For testing purposes make sure that nothing else is on the secondary
IDE.

There have been instances where drives from different manufacturers
would not work together as master & slave, especially when the drives
were also manufactured several years apart.

I had a similar experience a while ago trying to get a 3 or 4 year old
Maxtor drive to work with a new Western Digital one. So long as they
were on separate channels there was no problem, and if the Maxtor was
the master and the WD the slave things seemed okay. But with the WD
as the master and Maxtor as the slave (which is the way the owner
wanted it) it was no go.

Good luck
