I am wanting to upgrade to a bigger HD. Is there a way in
XP where I can transfer (copy XP and software) everything
from HD to HD, or do I need to re-install XP in the new HD
and then transfer software?

Get ahold of a hard drive imaging utility such as Norton
Ghost, PowerQuest Drive Image, Acronis True Image,
Future Systems Solutions Casper XP, R-Studio R-Drive Image,
etc., and transfer the whole thing, byte for byte. Indicate that
the partition that the image is put on is Active (so it's bootable),
and the whole OS and all your files will be transferred to the
new hard drive. Some copy utilities will only transfer an
image to unallocated space on the new HD (not to a formatted
partition), so read the instructions.

A couple cautions might be to disconnect the old HD
before booting up the new HD for the 1st time (it may be
reconnected thereafter), and put the HD that you want
to boot from at the top of the list of HDs in the BIOS's
boot sequence.
