Harddrive shutdown or hibernation

I use a second internal harddrive for monthly backups and would like to be
able to shut it down or put it in hibernation after windows startup. There
is no need for it to run continuously, I would like to take if off line for
added security without physically unplugging it. Does anyone know if I can
shut down a non-bootable or second harddrive while windows is running, and if
there is software that will allow this kind of disk management?

Device Manager > Hardware
IDE ATA/ATAPI controllers:
Primary/secondary/whatever
Device usage = enable or disable
