Hard to get started.

When I try to start the computer from cold I switch on
the power outlet then press 'Power /Start button'which is
normal.It starts and everything whirrs into action for a
split second and stops. I switch of and do the start
procedure again,with the same results.This will happen 5
or 6 times before it finally starts.On occasions it will
stay on the WELCOME until I use the reset button.

XP home .Pentium 4. 1.6 Ghz. 352 Ram. No Viruses or
Adware

You may have a problem with your Power Supply. It's
also possible that your plugs need to be reseated.

Might be a good idea to have your tech take a look at it.
