Hard drive wont show up in My Computer

I have two hard drives in my PC, but when i opened up My Computer, it will only show one of them, the other, wont appear on the screen. i went into the device manager to check and see if the drive was connected - and it was - and the device manager says that "The device is working properly", and yet i cant access the drive or anything. I've also had times where my CD drive wont show up either, but if i restart my computer it will come back again. The absence seems rather permanent for my hard drive though, whats the problem here!?

Go to Start, Control Panel, Administrative Tools, Disk Management. There
you will have to partition and format the drive before it will be usable
and seen in My Computer.

Right click on MY COMPUTER goto Manage then goto Disk Management and there
you should see your hard drives. Right click on the 2nd drive and create a
partition or activeate or whatever you wish to do.
