Can you transfer a Win XP Pro hard drive from one PC to
another? Or does it's security not allow it?

Assuming a retail license, yes.

Unless the new motherboard is virtually identical to the old one
(same chipset, same IDE controllers, same BIOS version, etc.), you'll
need to perform a repair (a.k.a. in-place upgrade) installation, at
the very least:

As always when undertaking such a significant change, back up any
important data before starting.

This will also require re-activation. If it's been more than 120
days since you last activated that specific Product Key, you'll most
likely be able to activate via the internet without problem. If it's
been less, you might have to make a 5 minute phone call.

It works provided that it is seen as the same drive letter
that it had before. It is legal if it is retail version of OS
and you are not also keeping a copy running on the prior
PC. If there is much change of hardware in the move,
likely, then you will likely have to reactivate, after getting
it going with the different hardware. In worse case you
may need to do an upgrade/repair install in order to adjust
non-plug and play hardwares' drivers (and then service pack
and patches). If the machines have different video cards,
remove the video applications/drive before taking it out of
the old system since some video vendors' applications will
refuse to uninstall if they do not see their hardware present.
 
Aside from all the legal issues, and licenses - all the hardware in the
other PC would have to be identical as in the original one or you'll never
get it to work right! ...the only reasonable alternative is to install XP on
the new PC and ask MS to transfer the license to it for you.
