Hard drive or CD??

I just transferred my system to another tower to gain processor speed and
more ram but if I hook up my cd/dvd drive then the system isn't recognizing
my hard drive. As long as I leave my secondary master unplugged I have a
Primary Master but if I hook up my Secondary Master I have no harddrive.
Where have I messed up, it looks like everything is plugged into the board
correctly but obviously not.
 
Hard drive on Primary Master, install the DVD as Secondary
Master (each jumpered as master. If you have more than one
hard drive, set it as slave on the same cable as the main
hard drive. A second optical drive goes on secondary as
slave.

Getting all the jumpers correctly set may take a magnifying
glass. Be sure the BIOS is set to boot in the desired order
and all your IDE channels are enabled in the BIOS.

Make sure that there is no bootable CD or DVD in the drive
if the BIOS is set to boot the optical drive first.
