Hard Drive.... Major Problems

When I run analyses on my hard drive, on a non-system
hard drive partition, I have about 32 GB of information
there, accounting for everything on the drive including
the recycler (which I can't empty, either....) but
anyway, when I look at My Computer, it says I have 37 GB
taken up and I can only use the remaining 3, and it
definitely won't let me use any more than 3. Does anyone
know where this discrepancy comes from and maybe some
ideas to fix it?
