Hard drive access problem

My computer was working fine until two days ago(Win2000). I rebooted after
some error messages about my #2 hard drive and since that time I haven't
been able to use either hard drive. The bios will find and recognize the
first hard drive but when I try to boot up I get this message:

"Disk boot failure, insert system disk and reboot."

I've had very erratic results trying to boot from a floppy, but I did manage
to get an Easy Recovery boot disk to start up but it doesn't see or
recognize the #1 hard drive. If I try my EmergencyBoot CD it recognizes the
#1 hard drive and tests it without finding any problems. I can't get
Spinrite to boot from my floppy(tried two diff units), nor the Lost and
Found boot disk.

I'd appreciate some suggestions for troubleshooting this.

The second hard drive is bad, although sometimes it will work for weeks
before it goes bad again, but what happened was that the jumper setting on
the 1st hard drive was "master plus force slave" and when the slave dropped
out of the circuit, apparently that setting made the 1st hard drive
unrecognizable. Took me a few days to think about this possibility, next
time it'll come much quicker.
