Hard-Deleted Items Recovery?

Using Office 2003.

According to the article:

there is a feature that can be turned on in Outlook, which will enable one
to recover hard-deleted items, i.e. deleted items not present in the
"Deleted Items" folder.

As ActiveSync sometimes seems to unexpectedly delete important info in my
desktop Outlook, I would like to enable this recovery feature, so that I can
recover data if necessary.

I tried a registry edit suggested in one of the articles above. It says if
one makes that registry change, and stops and restarts Outlook, there will
be a menu item under "Tools", that will enable one to recover such
hard-deleted items. That didn't work, however. I made that registry edit,
but the new menu item under "Tools" does not show.

I notice that most of the articles about this feature also mention Exchange
server. (In fact, the registry edit mentioned above comes under Exchange in
the registry.) I've never used Exchange, do not connect with an Exchange
server, don't know anything about it.

Does this hard-delete recovery only function if one has Exchange installed,
if one is connecting to an Exchange server? Or, is there a way an ordinary
(non-Exchange) Outlook user can access this feature?

I would appreciate any help with this. Thank you.
 
That is only available for Exchange accounts indeed.

ActiveSync doesn't delete files that shouldn't. Make sure you've got it
configured correctly. Also you should consider making frequent backups so
you can recover when things indeed go wrong.

OK, that wasn't clear in the cited article. Too bad. Perhaps Microsoft
should consider making that feature available to all Outlook users, not just
the minority who have Exchange accounts.

Well, on more than one occasion ActiveSync has inexplicably deleted contacts
and appointments from my desktop Outlook, and I've read similar accounts
from others. To read about this in more detail, and discuss it, please look
at my recent post in the ActiveSync newsgroup. I have written about this
problem earlier as well, in both the AS newsgroup and in Outlook NGs.
