Hang on Shut down/Cannot System Restore

I am having related problems with Win XP:

1. After using IE 6 for several minutes and other
program, if I go to restart or shutdown the computer, it
hangs at the final screen "windows is shutting down".

2. I can no longer do a system restore. After taking
forever to try the restore, upon re-startup, I get the
message "You computer cannot be restored to [date]". (I
cannot even do a system restore in safe mode.)

Any ideas? (Reinstalling IE6 follows MSFT's instructions
did not seem to do the trick ... the reinstallation
seemed to short circuit.)
