I think you only need an internet connection to activate the product on steam (and to download any updates) - it works fine offline once you have though if I remember correctly.
 
That's the way Steam arranged it.

Pros and cons, I quite like Steam.

But you're stuffed if you have no Internet connection.

Has been that way for years now.
 
I never used to be too keen on steam, but now I wish more applications used it - and include the ability to add games you've already bought to it (such as Bioshock). It's heading that way, but I guess there will be rival systems pop-up too.
