Half Screen Windows

A friend of mine has a new XP computer. Suddenly, all of the windows he
opens, opens up in half screen, that is, the top half of he window. He has
tried using he restore box and also resizing with cursor on bottom of the
half screen when cursor turns into arrow but to no avail. I've checked the
Knowledge base but cannot find answer to the question. Anyone have any
ideas what is causing this.

Does nothing go to the bottom of the screen? If not, either the screen
adjustment has gone out of kilter or the monitor is going bad.
