hal.dll missing or corrupt, cannot boot widows xp

While trying to remove recovery D:drive in my hard disk, I
got into this problem with hal.dll missing or corrupt;
please reinstall the above file. I don't want to lose any
data or minimum data possible. Can you help me out? Can
recovery console help? Or am I left with system recovery
option only? Thanks.
