Hal.dll error

I have a friend (in another country) who is running XP.
She has developed the hal.dll is missing, cannot load
Windows etc error. She cannot load safe mode, can't
extract the file from the XP cd as she is getting
access denied messages, was instructed with one message
to run chkdsk, it doesn't finish due to "disk errors".
So from what she is saying and what I am understanding
she cannot load windows or repair it and has tried
everything she has been told by others to try
concerning the XP cd but access is denied. She has
little money so is trying to avoid taking it to a shop
and apparently has not backed up important data files,
so she is trying to avoid a format. She hadn't
passworded Windows log in either.

The computer is only a few months old I believe but at
this point I don't know the specs. I am also unfamiliar
with XP myself.

Sorry to give so little info but with what I have
mentioned is there anything else worth trying?
 
To repair this type of error she will need to boot from the XP CD and carry
out a repair installation. To do this she will need to go into the bios and
set the first boot device to the cdrom, save the settings and put the XP CD
into the cdrom drive then re-boot the PC.
When the PC starts it should access the XP CD and run the set-up routine,
there is an option to enter the repair console by pressing "R" or to carry
on through to re-install windows.
Allow the routine to detect the current windows installation and then
re-install.
