gui setup

how do i do a gui setup? i try to run setup.exe, and all
it says if i can do an upgrade or clean install and then
it restarts. From there i get a loop to do maintainece on
c: but doesn't show the yellow bar and keeps restart over
and over again.
 
What OS do you have installed currently? What is it you're trying to do?
 
winnt32 ?

im trying to install windows 2000 on upgrade from windows
98.
