I have a guestbook. It works Great. The only issue I have is that when the
comments are too long it strectches out my table and screws up the way the
page looks. I have tried to set the page margins, and I've messed around with
the table formats but nothing seems to work. Is there a way to freeze the
size of the table so it cannot be resized by long comments. Or maybe limit
the amount of words people can type on one line? Any ideas?

No.

A table will stretch to accomodate the content placed within it.

It sounds like you are saving the Guestbook entries as formatted text.
This format will honour any carriage returns the user types, but will
extend lines until the next carriage return.
Using any other option, the lines will wrap, but - a big but - any
carriage returns will be ignored, so paragraphs will disappear.
